Librarians who host CBSA book teams are frequently limited as to what their students can read because their access to books is determined by their budgets. From county to county, there are large discrepancies. Partners in Literacy, which stewards the CBSA, has a stated mission to seek out rural schools and libraries to participate, but those are often the exact libraries that lack funding.
